I've tried the 2nd one (with the small LED's); it's bad.
I have a Hikvision dome camera mounted on an outside wall directly above the garagedoor/driveway and IR output is not that great and of course there's the issue with bugs, flies and even a snail...
Anyway; had it next to the camera and output was disappointing. Result was a tiny brighter spot in the middle and no more light around the middle. IR output of the dome was brighter then the IR spot.
Was sometimes tempted to buy the first kind but my disappointing experiences with the first one stopped me.
